论我国司法鉴定管理体制的改革与完善
摘要
我国司法鉴定管理体制刚刚结束了1轮如火如荼的改革，这场改革后，我国形成了新的3套司法鉴定管理体制并行的局面，旧的分散管理体制被新的分散管理体制所取代，这背离了我国司法改革的初衷和目标。重构我国司法鉴定管理体制，仍然是当前我国司法改革的重要课题。我国司法鉴定管理体制的重建，应以实现司法鉴定管理的'统1化为目标，以实现司法鉴定的为诉讼活动服务的功能为依归，力求达到司法鉴定的中立化。

Abstract
There had been a drastic reform which about judicial authenticate administrative systerm. After that a new situation that three administrative systerm of judicial authenticate concurrent have formed in China. A new disperse administrative systerm replace the old, but it is not the aim judicial reform wants to. Formed a good administrative systerm of judicial authenticate is still an important problem that judicial reform in our country should face to. We should fix the aim that to uniform judicial authenticate administration, and try to make judicial authenticate perfect the law suit ,so neutral judicial authenticate can come true. .
